I get the sense from reading through the angry comment thread that the rules have changed in recent years and it now is more common to tour on piste than it was when that thread started. I also now understand that a skipass generally is required to use the piste even if not using the lifts. In addition to Always-Sunny's comment, I read some other posts where people said that it somewhat common for people to skin the piste at HBB when the lifts are not running.
