I’m visiting friends in Skellefteå, Sweden, in the next two weeks and would love to explore the surrounding back-country skiing terrain with my husky. We’re seasoned alpine adventurers—we ski regularly in the Alps, and my dog is a pro at touring. To your questions 1 & 2: I guess there might be some marked routes in some larger ski areas(like Åre) but it's very unusual in general.
From my point of view the benefit of ski touring is to be able to go wherever you want. And yes, Allemansrätten leaves you the right to do that.
This will of course mean you need to navigate by yourself but it's usually not that hard.

I hope you’re aware the distances in northern Sweden are huge. Skellefteå - Kittelfjäll is more than 5h with car, one way.

There are good options for touring in Kittelfjäll, most of them you’ll find in the link provided by Hjulbult 👆.
If you are looking at multiple day tour a good option is to tour the 12km from Kittelfjäll to Blerikstugan, an alpine hut situated in Marsfjäll nature reserve, between Risfjället and Borkafjället for good day tours. A bit more accessible one day tour is maybe Daune.

Kittelfjäll however has less snow this year than average. I would maybe look towards Hemavan instead, it’s about an hour shorter drive from Skellefteå.

An other option is the area around Borgafjäll (not to be confused with Borkafjäll) with some good accessible touring. There are not so much snow in the area of Skellefteå or Kittelfjäll right now. If you consider 5 hour drives from Skellefteå i should go to Hemavan or Norway. Usually we have som ok; forrest routes close to Skellefteå but not this year. Im going from Skellefteå to Beiarn Norway skitouring next Thursday but my car is full😉
